On March 7, TikTok made all the content posted by non-Russian channels unavailable to Russian users. This unannounced restriction removes an estimated 95% of the content previously available to Russian TikTok users. Content restriction is happening at the application layer rather than the transport layer,which requires the direct involvement of TikTok. It is the first time a global social media platform has restricted access to content at this scale. A network of coordinated accounts is using a loophole to post new content promoting Russian pro-war propaganda in Russia, despite the current ban on new content uploads.

Tactical Media Room is a temporary coordination group supporting independent media in Ukraine, Belarus and Russia, made possible by various organizations working in the tech sector, arts and culture, education and research. We are looking for an intern for one day a week with immediate effect, starting for a period of three months. Task will be supporting our producer with coordinating the platform, the meetings, social media presence and organizing planned public meetings. The intern will work for the Institue of Network Cultures and the Amsterdam University of Applied Sciences professor of practice of Marleen Stikker and will work closely with De Waag. We are specifically looking for people from Ukraine with a background in media or tech that are living in the Amsterdam area. The internship fee is 400 euros a month for, in principle, three months. Tactical Media Room: Where Tech meets Tactical Media to Support Ukraine and Independent Media in Russia and Belarus The Tactical Media Room (TMR) aims to support independent tactical media, journalists, newsrooms and civic initiatives from Ukraine, Russia and Belarus. Founded late February 2022 after the Russian invasion of Ukraine with a weekly meeting and an app group, TMR is an initiative of Waag Futurelab and Institute for Network Cultures (HvA), in collaboration with hackers, artists, designers, and members of organizations such as Beeld en Geluid, Free Press Unlimited, Mediastudies (UvA), Freedom Internet, Free Russia, MCH2022/Dutch hackercamps, Stichting Democratie en Media, ISOC.NL and TechInc—including a growing number recently arrived Ukranians. As a temporary Amsterdam-based platform, TMR brings together different forms of expertise in the fields of journalism, media activism, arts and research. A Signal group with currently 40 members is the main internal channel for people involved in the organization of the TMR (new participants are invited by the members). Topics and activities vary from Russian disinformation, censorship and propaganda research, mapping platform geopolitics, support regarding hardware and online services by ISP’s and hosting providers, tech knowledge exchanges (from satellite phones to cybersecurity), and practical aid support.

The TMR is planning to host a series of monthly public meetings, preferably on Thursdays from 20.00 - 22.00 at Waag, Nieuwmarkt 4 Amsterdam. The format will be a combination of short presentations of insights and a hands-on practical approach to topics like guerrilla translation and subtitling, disinformation, and how to secure yourself.

From the basis of an initial data sprint held in late March, ongoing rapid response research will be coordinated by the Institute of Network Cultures at HvA, together with Mediastudies staff at UvA (coordinated by Marc Tuters) and affiliated members such as Michael Dieter (Warwick/UK), Ruben Brave (ISOC NL) and others.
