Re-Create the IRC-bot Hypatia to interface with the new wiki and/or other techinc datasets. Potentially provide support for plugins in different coding-languages.

• Provide the !rule command to get specific rules from the wiki
• monitor wiki for changes to important pages
• monitor new wiki user creation.
