TL;DR; pledges are still possible, but also suggesting a policy for
allowing for association funded tools under certain conditions (such as
tool guardianship)
### Members can organize a pledge for funding tools they find desired in
the space, they are requested to then also organize tool guardianship.
Members can also request funds from the association to acquire new tools
or do a combination with a pledge. In this case the member(s) need to
provide a budget & plan for acquiring the tool and the tool will need
tool guardians who committed to fulfilling to this for a minimum amount
of time, at the discretion of the board. If the board is not sure of the
need for the requested tool, an OTP can be started by the proposing
member(s).
