Edit Papercut: Cut/revbank extra features for finance control

Description:

It would be great to have a way to ask the revbank, via it's internet link, what the answers are to the following questions: - What's the amount of money that people in CREDIT for - What's the amount of money that people are in DEBIT for - What's the MAXIMUM amount of money that any particular member is in DEBIT for. THese things will allow the board to query the system and see just what kind of buffering compression/expansion behaviour the revbank is applying to the donation-jar income at any particular time.
